This PR updates dependencies and adds support for PHP 8.4. The PHP 8.4 specific tests will fail until the ExpressionEngine PHP 8.4 Support branch is merged into branch 7.x
This PR also includes the Backblaze B2 adapter and reduces the vendor-build size by about 90% through pruning unused services from the AWS SDK dependency.
